The general public would still be able to visit the 8-acre memorial plaza at the site for free. The memorial is set to open on September 11 of this year to commemorate the 10th anniversary of the terror attacks.

The museum will open a year later. Alternatives to a $20 admission fee include appeals for government grants or posting “suggested” admission prices.
